Land Use Zoning – 20 Hectares Landbank at Crossagalla, Limerick City

Clients are owners of some 20 hectares of farmland land at Crossagalla, on the eastern outskirts of Limerick City centre.

The Client sought the re-zoning of this significant landholding in the new Southern Environs Local Area Plan to reflect the clients’ development strategy for the lands. This included preparation of a Masterplan to test and outline the development strategy in consultation with Arnold Leahy Architects.

Role

Dianne McDonogh is planning advisor to the client and project architect. This has entailed:

  • providing strategic planning guidance and town planning services to include inputs to the masterplan preparation process; the preparation of submissions to new Southern Environs Local Area Plan in September 2020 to justify the required re-zonings.
  • This led in turn to strategic advices to the client in relation to the following new Limerick Development Plan 2022-2028, to recommend the most suitable zonings for the lands having regard to Clients’ development strategy and land-use mix whilst also having regard to the lands site context.
  • Dianne McDonogh liaised closely with the clients and the Local Authority in their assessment of the re-zoning proposals.

Planning Outcome

Limerick City & County Council adopted the new Limerick Development Plan 2022-2028, incorporating the re-zoning of the 20hectare Crossagalla Development Lands from Agriculture to Enterprise & Employment purposes, as proposed on behalf of the Client. This zoning has been retained in the.

TCR Ltd. has now commenced preparation of a Masterplan on foot of the new Enterprise and Employment zoning in consultation with the clients, project architect and agents for a significant warehouse and logistics business park on the overall lands. Planning applications will follow.
